Engineering Inspection and Insurance

Stuart Alexander delivers engineering solutions and risk protection for property clients with the need for compliance with engineering and health and safety regulations. There are a number of Statutory obligations when operating items such as Lifts (passenger or goods), Cranes (including window cleaning hoists and provision of eye bolts), Pressure Systems (central heating boilers), Electrical Installations including mechanical plant (air conditioning systems, cooling towers) which are part of Health and Safety legislation and best practice.

It is the responsibility of the property owner, except where otherwise agreed, to ensure the operation of plant on their premises does meet the criteria of operation set out under the Loler and Puwer legislation. Failure to comply with these requirements can mean a fine or worse. The property owner can pass this responsibility onto the managing agent to arrange and the tenant pays the relevant costs, but a fully repairing and insuring lease does not pass on the responsibility for complying with regulations unless otherwise agreed. Such items can include sliding and revolving and automatic doors, disabled facilities.

After an examination is completed, clients receive a report detailing all the items of plant and equipment examined, recording their condition at the time of examination. Defect, observations and recommendations are duly identified.

A maintenance agreement will not include an independent inspection and will not meet statutory requirements. The owner and/or user of the plant is responsible for ensuring that a Competent Person inspects items of plant at statutory intervals between “Thorough Examinations”. This will ensure health and safety conditions are maintained and that any deterioration can be detected and rectified in good time. The guidance document accompanying the regulations emphasises the need for independence and impartiality of competent persons thus ensuring compliance and providing protection. We only use inspection bodies accredited to BS EN 45004 by UKAS that assures the highest standard of service and professionalism.
